In Carlisle, construction debris needs a permit you collect in person
Residential construction debris requires a separate one-time-use permit, obtained in person from the Executive Assistant at Town Hall, 66 Westford St, during Town Hall hours. It is not available at the Police Station or the DPW, and not issued on Saturdays or after Town Hall closes. The permit covers one load, at the stated size, on the stated date. The town's own guidance is to plan ahead for weekend and evening dumping.
What that means for a weekend project
- The permit is issued at Town Hall, 66 Westford St, during Town Hall hours — so it has to be collected on a weekday.
- Not the Police Station, not the DPW, and not on a Saturday.
- One permit covers one load, at a stated size, on a stated date.
- Which means a Saturday demolition needs a Friday errand, and a load that turns out bigger than declared is a second trip to Town Hall.
The standing rules
Commercial dumping of any kind is prohibited. Materials containing asbestos are not accepted. Sticker payment by check or credit/debit at Town Hall; card payments incur a UniPay fee.
Access otherwise needs an annual vehicle permit, affixed to the driver's-side interior windshield, valid through the calendar year printed on it. The station is at 59 Morse Road (off Elizabeth Ridge Road).
The annual sticker
- First sticker per residence$55.00
- Additional sticker$15.00
Town of Carlisle figures, verified September 11, 2026.
Two permits per household; more only after Town staff review. Residents with financial hardship may request a waiver from designated Town Hall staff.
Two things we could not source and therefore do not state: the station's opening hours, and whether bulky items carry a separate fee. Carlisle's own page is the authority here, not this one.
